Quick answer

LIONFIN control panel and automation licenses offer three products for anyone who runs their own server or a hosting business: a cPanel license that comes with WHM, a Plesk Web Pro license including WordPress Toolkit, and a WHMCS license that automates ordering, billing and support. Licenses are bound to your server’s IP address, and installation and activation support is included. You can use the license on a VPS, VDS or dedicated server on LIONFIN infrastructure, or on your own server.

Who needs a control panel or automation license?

A control panel or automation license is needed by anyone who sets up a web hosting environment on their own server or sells hosting to customers; cPanel and Plesk make the server manageable, while WHMCS automates sales, billing and support. Typical users:

  • VPS or dedicated server owners: those who want to manage sites, email, databases and SSL certificates from a panel without the command line.
  • Web agencies: those who want to host client sites on their own server, giving each client a separate panel account.
  • Hosting companies: those who want to automate the whole flow, from selling plans and invoicing to creating accounts and suspending overdue ones.
  • Corporate IT teams: those who want to manage internal sites and applications with a standard panel.

If you want to sell hosting without managing a server, a ready-made reseller hosting plan brings less responsibility than buying a license. We compare the two in reseller hosting or VPS.

What is included in the license plans?

There are three licenses in the control panel and automation category; all three are bound to the server’s IP address and come with installation and activation support.

LicenseWhat it providesHighlights
cPanel License AdminHosting panel on a Linux serverWHM admin panel, a set number of cPanel accounts, monthly billing
Plesk License Web ProHosting panel on a Linux or Windows serverA set number of domains, WordPress Toolkit included
WHMCS Automation LicenseHosting business automationOrder and billing automation, support module, domain registrar and hosting provider add-ons

The number of accounts covered by the cPanel license and the number of domains covered by the Plesk license are kept up to date on the plan cards on this page. These limits are the main thing that distinguishes license tiers: in cPanel, each client site is usually a separate account, while Plesk counts domains. Choose your license by comparing your current and planned site count against these limits. cPanel and WHMCS licenses run on Linux servers; Plesk runs on both Linux and Windows servers.

How does a cPanel license work, and what is the account limit?

A cPanel license is a subscription license tiered by the number of cPanel accounts you can create on the server and bound to the server’s IP address; every license also includes WHM (Web Host Manager), the panel used by the server administrator. cPanel splits its licensing model into tiers such as Solo, Admin, Pro and Premier by account count; the product in the LIONFIN catalog is the Admin tier.

Think of the two panels like this:

  • WHM: the server administrator’s panel. It creates accounts, defines package templates, configures PHP and Apache, and sets security and backup policy.
  • cPanel: each site’s own panel. The site owner manages files, email, databases and SSL certificates here.

The account limit is the number of cPanel accounts you can create in WHM. Several domains (addon domains) can be added to a single account, but keeping each client in a separate account is the right approach for security and management. When you reach the limit, you need to move up a tier.

What does a Plesk Web Pro license offer?

Plesk Web Pro is the edition of the Plesk Obsidian panel designed for web professionals and agencies; it lets you manage a set number of domains and includes the full-featured WordPress Toolkit. Plesk editions are split into Web Admin, Web Pro and Web Host; the main differences are the number of domains you can manage and the reseller features.

Key features of Plesk Web Pro:

  • Linux and Windows support: the same panel experience on Linux servers and on Windows Servers running ASP.NET and MSSQL.
  • WordPress Toolkit: manages WordPress installations from one screen and simplifies updates, cloning, staging copies and security hardening.
  • Per-domain management: each domain’s PHP version, SSL certificate, email and DNS settings are managed from the Websites & Domains screen.
  • Extensions: the panel can be extended with Git, Docker, security and backup extensions.

Once Plesk is installed on the server, you can see the license status under Tools & Settings → License Management.

Should you choose cPanel or Plesk?

If you will manage only Linux servers and want the hosting industry’s common standard, choose cPanel; if you will also manage Windows servers, host ASP.NET projects or do WordPress-heavy agency work, Plesk is usually the better fit.

Both panels are mature, reliable and well-documented products; the choice usually comes down to habit and operating system needs. If you will sell hosting to customers, choosing the panel your customers are used to reduces the support load. If you want a plan with the panel already installed instead of a license, there are also cPanel hosting and Plesk hosting plans.

What does it mean for a license to be bound to the server’s IP address?

Binding a license to an IP address means the licensing server only accepts verification requests coming from that IP; the panel is treated as licensed as long as it runs on the server with that IP. That is why giving the correct IP address when ordering is critical.

What you need to know in practice:

  • Main IPv4 address: the license is usually bound to the server’s primary IPv4 address; if your server has several IPs, check which one is primary.
  • Reinstalling the server: on a server reinstalled with the same IP address, the license keeps working; you just reinstall the panel.
  • Server or IP change: when you move to a new server, open a support ticket to have the license moved to the new IP.
  • License verification: in cPanel, the license status is shown in WHM; when needed, the /usr/local/cpanel/cpkeyclt command refreshes the license.
  • WHMCS: the license is validated against the domain, IP address and directory it is installed in. It must be reissued before a move.

If your server sits behind NAT or a proxy, a different IP may appear during verification; tell the support team before ordering if you have such a setup.

What are the server requirements for installing a panel?

cPanel and Plesk should be installed on a server with a freshly installed operating system and no other panel or web server configuration; existing configurations can clash with the panel installation. When choosing and preparing a server:

  • Full access: panel installation needs root access on the server. That is why panel licenses are used on a VPS server, VDS server or dedicated server; they cannot be used on shared hosting.
  • Operating system: cPanel runs on supported Linux distributions such as AlmaLinux, Rocky Linux, CloudLinux and Ubuntu LTS. Plesk supports Windows Server as well as Linux distributions. Check the vendor’s list of currently supported versions before installing.
  • Hostname: give the server a fully qualified hostname in the form server.yourdomain.com that points to the server’s IP in DNS.
  • Resources: plan enough memory and NVMe storage for the number of sites and the traffic you will host; the panel itself and the email filters also use resources.
  • For WHMCS: PHP, a MySQL or MariaDB database, ionCube Loader and scheduled task (cron job) support are required.

How do you automate a hosting business with WHMCS?

WHMCS is client management and billing software that automates ordering, invoicing, payment collection, account provisioning, suspension and support in a single system for businesses selling hosting and domains. A typical automation flow:

  1. The customer chooses a hosting plan or domain from the order form on your site.
  2. WHMCS creates the invoice and emails it to the customer.
  3. When payment is received, the server module automatically creates the account on WHM or Plesk and sends the login details to the customer.
  4. For domain orders, the registrar add-on registers the domain automatically.
  5. When renewal comes round, the invoice is issued automatically and reminder emails are sent.
  6. Overdue accounts are suspended according to the rules you set, and reactivated once payment is made.
  7. Customers raise issues as tickets through the support module.

For this flow to work, WHMCS’s scheduled task (cron) must run regularly; if it stops, invoices are not issued and suspensions do not happen. To make sure WHMCS’s outgoing mail reaches your customers reliably, we recommend using SmartHost SMTP relay.

How do you order and activate a license?

When ordering a license, you give the IP address of the server it will be bound to; the license is bound to that IP, and installation and activation support helps get the panel running on your server. The process:

  1. Prepare the server: do a clean install of a supported operating system and set the hostname.
  2. Choose the license: pick the cPanel, Plesk or WHMCS license from the plan card.
  3. Enter the IP address: give the server’s primary IPv4 address in the order.
  4. Activation: the license is bound to your IP address and the license details appear in your customer panel.
  5. Installation: the panel is installed with the vendor’s official installation script; during installation the license is verified automatically or the license key is entered in the panel.
  6. Check: confirm the license shows as active in WHM, on Plesk’s License Management screen or in the WHMCS admin area.

If you get stuck during installation, open a ticket from the Support section of the customer panel; adding the error lines from the installation output speeds up the fix.

How do you keep a server with a control panel secure?

Securing a server with a control panel comes down to keeping the panel and operating system up to date, protecting admin logins, blocking brute-force attacks and taking regular backups. The panel license provides most of these tools out of the box; switching them on and configuring them correctly is your responsibility.

  • Automatic updates: keep cPanel’s and Plesk’s update settings switched on; security patches mostly arrive this way.
  • Two-factor authentication: enable two-factor authentication on WHM, cPanel, Plesk and WHMCS admin accounts.
  • Brute-force protection: block repeated failed logins with cPHulk in cPanel and Fail2Ban in Plesk.
  • Web application firewall: enable ModSecurity rules to filter common web attacks.
  • WHMCS admin directory: change the default admin directory name and, if possible, restrict admin access to specific IP addresses.
  • Backups: use the panel’s backup feature to send backups to a destination outside the server as well.

Servers on LIONFIN infrastructure also sit behind RouteFence network-level DDoS filtering; you can read more on our data center page.

A panel license or hosting with a panel included?

If you will host a single company site or a few small projects, a hosting plan with the panel already installed is cheaper and simpler than buying a panel license; if you want to manage your own server, control resources fully or sell hosting to customers, a licensed panel is the right choice.

Your needSuitable solution

A common path is to start your own hosting brand on reseller hosting and move to a licensed server once your customer base and resource needs justify managing a server yourself.

FAQ

Frequently asked questions about Control Panel Licenses

Once you reach the number of accounts your license covers, WHM will not let you create new cPanel accounts; existing accounts keep working. If you need more accounts, you have to move to a cPanel tier with a higher account limit. Deleting unused accounts also frees up room.

Yes. The license is bound to the IP address you give when ordering; it does not matter which provider the server is with. What matters is that you have root or administrator access, the operating system is supported by the panel, and communication with the licensing server is not blocked.

If the new server has a different IP address, the license needs to be moved to the new IP. Tell us your migration plan in a support ticket; where the old and new servers need to run side by side for a short time, we will plan the switch together. For a WHMCS license, a reissue is also done.

Yes. Through WHM you can create separate cPanel accounts for your customers and define package templates. The limit is the number of accounts your license covers. If you want to automate sales, billing and account creation, using the cPanel license together with WHMCS is recommended.

Plesk licenses are split by the number of domains you can manage; the number covered by the Web Pro license is on the plan card. Domains added as separate websites in the panel count towards this limit, not subdomains. If you need more sites, you can move to a higher Plesk edition.

WHMCS works with payment gateways and domain registrars through a module system; official or third-party modules exist for many providers. Check before installing whether a module exists for the payment gateway and registrar you want to use. You can open a support ticket for help installing a module.

cPanel runs only on supported Linux distributions and cannot be installed on Windows Server. If you want a hosting panel on a Windows server, Plesk is the right choice; Plesk Web Pro runs on both Linux and Windows Server, and on Windows lets you manage IIS, ASP.NET and MSSQL from the panel.

The panel license covers installation and activation support; day-to-day management, updates and monitoring of the server are yours by default. If you want to hand over server management, consider the management option offered when ordering a server, or describe your needs in a support ticket.

cPanel licenses are offered on a subscription model by the vendor, and the cPanel license in the LIONFIN catalog is billed monthly. This makes it easier to change tier as your needs change, or to end the license when you shut the server down. When the license expires, the panel shows an unlicensed warning and its functions are restricted.

When a panel license expires, access to the management panel is restricted and the panel shows a warning; how sites behave depends on the panel’s policy for the unlicensed state. To avoid disruption, track renewal dates in the customer panel and pay the renewal invoice before it is due. In WHMCS, automations stop when the license is invalid.
